Why this partnership

The approval and the arrival are two different systems. Nothing joins them.

South African inbound tourism has just posted its best year on record and is under a national instruction to grow by half again by 2030. The ground transport leg of that growth is the least organised, least banked and least defended part of the journey - and it is the part SANTACO already owns the assets for.

The risk this removes

Foreign governments already tell their citizens to pre-arrange ground transport in South Africa

Travel advisories specifically cite incidents of visitors being followed from OR Tambo and robbed at their destination, and advise arranging transport in advance. The Department of Tourism runs a national Tourism Monitors Programme for the same reason. The arrivals hall is a recognised national exposure - and the industry best placed to close it is the one currently blamed for it.

The Electronic Travel Authorisation has moved from pilot to full implementation under Operation Vulindlela and is intended to become the digital gateway for tourist visas. Government expects full ETA implementation to support 80 000 to 100 000 additional jobs. Every one of those approvals is a dated, funded arrival - and for the first time it exists as a digital record something can be attached to.

Intended supply and alignment

Where the flights, the rooms and the mandate are intended to come from

SANTACO supplies the ground. The rest of the trip is intended to be filled through established suppliers and to run alongside national tourism policy, so that neither party has to build inventory or lobby for a mandate it does not need to own.

Live hotel and flight inventory is intended to be supplied through integrations with major travel platforms - Booking.com and Trip.com among the candidates - so the visitor books the whole trip in one place and the transfer is priced against a real, confirmed itinerary.

Why it has to be both

A booking channel without vetted supply is a directory. Vetted supply without a demand channel is a training programme nobody pays for. The two together produce the only thing that changes the economics: a visitor who has already paid, matched to a driver who has already been proven, before either of them reaches the kerb.

It converts a reputational liability into a controlled first impression

  • The arrivals hall is named in foreign travel advisories as a risk point, and visitors are already told to arrange transport before they land. This programme is the answer to that instruction rather than a rebuttal of it.
  • National policy is pulling in exactly this direction: the ETA has moved to full implementation as the digital gateway for tourist visas, and the arrival record it creates is what this programme attaches to.
  • At the Minister's own ratio of one job per thirteen arrivals, the 2030 target implies roughly 350 000 additional tourism jobs. Directing a share of them into the taxi industry is inclusion delivered through existing assets, not new subsidy.
02 · For the tourism industry

It lengthens the value chain instead of redistributing it

  • Hotels, attractions and airlines lose nothing: the programme sells the transfer and the guided day, the legs most often left unsold or sold offshore at the lowest margin.
  • Foreign visitors are the growth engine - long-haul arrivals rose 11.9% in 2025 while domestic spend came under pressure. The arrival leg is where those visitors are most likely to have a bad experience and least likely to have pre-booked.
  • Every trip produces structured data - origin, language, itinerary, satisfaction - on a segment the industry currently measures only after the fact, through exit surveys.
03 · For the visitor

It removes the one decision they are least equipped to make

  • A named driver, a known vehicle and a fixed price, confirmed before boarding. No negotiation at the kerb, in a currency and a language they do not have.
  • A driver who speaks their language, chosen by them, and whose destination knowledge has been tested rather than claimed.
  • The pickup is dispatched against live flight status, so a delay costs the visitor nothing and the driver nothing. Funds sit in escrow until the pickup is made.
04 · For SANTACO

It creates a banked, recorded, higher-yield revenue line the industry controls

  • A commuter fare is measured in tens of rands. A foreign visitor to Cape Town spent an average of R1 390 a day across a 9.5-night stay. This programme places the taxi industry inside that basket rather than beside it.
  • Every trip is banked, invoiced and attributable - the beginning of the audited operating record the industry has never had when it argues for subsidy, insurance terms or vehicle finance.
